To whom it may concern, people frequently post photos of tattoos shortly after getting them. Photos archive a moment in time. So the new ink, even when old and faded will always look new in the photo.

At this point, it seems nearly certain that the Allen, Texas mall shooter had Nazi tattoos. However a number of wack jobs online are making a lot out of the fact that photos surfaced show fairly new tattoos is astounding.
